Channel out PWM values not balanced

Channel 3 read 1115, channel 4 read 1770

At 50% throttle, channels 1&2 read 1685.
Channel 3 read 1115. Channel 4 read 1783

At 75% throttle, channels 1&2 read 1920.
Channel 3 read 1370. Channel 4 read 1875

Is this symptomatic of uncalibrated ESCs, or something else?
