Request Failsafe & AFS Attributes for Parachute

Currently:
1. Events Failsafe only RTL, Circle or Glide.
2. Events AFS only Terminate in to Ground.

Example,
if the Pixhawk

Failsafes = Receiver Out of Range
The Pilot cannot Manually RTL

Failsafes = GPS fails
The AutoPilot cannot GPS RTL

then

Failsafe = Deploy the Parachute
Failsafe = Ignition Kill on " RC Out Channel # "
